DATES: An emergency review has been requested in accordance with the Act (44 U.S.C. Chapter 3507 (j)), since public harm is reasonably likely to result if normal clearance procedures are followed. Approval by the Office of Management and Budget (OMB) has been requested by July 22, 2005.

A new analysis from the Center for Law and Social Policy (CLASP) provides a preliminary estimate of the necessary level of funding needed to raise the degree qualifications to meet the requirements in the Head Start reauthorization legislation currently proposed in the House and Senate. While each bill is designed to improve the quality of Head Start programs by requiring an increase in the number of teachers with a bachelor's degree or higher, there are important differences in the two proposals.
