Orientation to Fiscal Management Verification
Fiscal Management Verification
(DOC: 1,775kb) (FMV) is a critical component of a State's overall General Supervision responsibilities. In November 2005
the Office of Special Education Programs (OSEP) began to develop a process to assess how
effectively the lead agency is implementing the Part C fiscal requirements in the
IDEA (PDF: 423kb) ,
General Education Provision Act (GEPA),
Federal Regulations, and applicable
Office of Management and Budget (OMB)

governments, and Non-Profit Organizations Circular that relate to Part C fiscal management
requirements.
Desk Review Components
In looking at the State's fiscal management system, OSEP will focus its analysis
on a number of elements, including whether the State:
- Has mechanisms for ensuring fiscal accountability at the State level in the distribution and use
of IDEA funds;
- Implements procedures to ensure the EIS programs appropriately use IDEA funds; and
- Has mechanisms for ensuring the timely obligation and liquidation of IDEA funds
