Fiscal Management Verification (2007)
(FMV) is a critical component of a State's overall General Supervision responsibilities. In November 2005
the Office of Special Education Programs (OSEP) began to develop a process to assess how
effectively the lead agency is implementing the Part C fiscal requirements in the
IDEA (2004)

(2004)
(PDF: 199kb) - Cost Principles for State, Local and Indian Tribal Governments. This Circular establishes
principles and standards for determining costs for Federal awards carried out through grants, cost reimbursement contracts, and other
agreements with State and local governments and federally-recognized Indian tribal governments (governmental units).

In looking at the State's fiscal management system, OSEP will focus its analysis on two Critical Elements, including whether the State:
- has procedures that are reasonably designed to ensure the timely obligation and liquidation of IDEA funds.
- has procedures that are reasonable designed to ensure appropriate use of IDEA funds at the state level.
