State & Local Collaboration
The Collaborative Planning Project (CPP) The CPP was a three-year (1998-2001) federal outreach project, based at The Center for Collaborative Educational Leadership at the University of Colorado in Denver, Colorado. The project provided training and technical assistance to local interagency teams to create a coordinated system of early care and education services to young children, birth through five and their families; improve relationships and communication among agencies; and maximize and blend resources. Center for Children & Families (CC&F) at Education Development Center, Inc. (EDC), Newton, MA, works to strengthen programs that serve young children and their families by combining research and practice, promoting professional development and systemic change, forging community links, and informing policies that affect the lives of children. The Partnership Impact Research Project at EDC, CC&F, has published Early Care and Education Partnerships: State Actions and Local Lessons, 2003, a report on the nature of early care and education partnerships and their impact on quality and access to services.

Collaboration in Early Childhood Special Education Programs (2007)

Education Division, California Department of Education, presents guidelines for agencies and providers to help them create and
implement agreements between and among early intervention agencies.
Quality in Linking Together Early Education Partnerships (QUILT) is a national training and technical assistance project funded by the federal Head Start and Child Care Bureaus to support partnerships and collaboration among child care, Head Start, pre-kindergarten, and other early education programs. QUILT was funded in September 1998 and has continued since August 2003 with support from the federal Child Care Bureau. They have a list of articles and publications to assist in partnership building, community collaborations, and more on their Web site.
