State Accountability and General Supervision
States and other jurisdictions receiving grants under Parts B and C of the
Individuals with Disabilities Education Act (IDEA) are accountable to the
federal government for meeting all of the requirements of the federal regulations,
for managing the federal program effectively, and for seeing that its intended
purposes are fulfilled, especially for the children eligible to be served by the
program and their families.
- States and jurisdictions must comply with reporting requirements
established by OSEP. These reporting requirements include the collection and submission of annual 618
data as well as annual performance reporting through the State Performance Plan/Annual Performance
Reports for both Part C and Part B (including Section 619 preschool services).
- States and jurisdictions are required to have in place an effective General Supervision System
that monitors implementation of IDEA by early intervention programs and local education agencies
statewide and supports results for children and their families.
- States have established a wide array of system infrastructures
for providing early intervention services and ensuring accountability of service providers. States
use either a Unitary Provider Structure or a
Public-Private Partnership Structure with one of three
approaches: Individual Provider Approach;
Provider Agency Approach and
Regional (District/Local) Administrative Approach.
- OSEP conducts monitoring of each state and
jurisdiction in order to assure it is in compliance with IDEA requirements
and to determine if (and where) it needs to improve its program for
individuals with disabilities and their families
Federal Accountability
The Federal Government also has established federal accountability
measures for the implementation of IDEA. This includes OSEP's preparation and
submission of an annual report to the U.S. Congress,
response to indicators
under the Government Performance Results Act (GPRA), and the Performance
Assessment Rating Scale (PART).
