Monitoring Transition from Part C

Federal Monitoring Policies and Resources

Office of Special Education Programs (OSEP) is responsible for ensuring State compliance with the Individuals with Disabilities Education Improvement Act (IDEA). To assist States in meeting the needs of students with disabilities, OSEP has developed a continuous improvement monitoring process, including the requirement that states complete a State Performance Plan (SPP) and Annual Performance Reports (APRs) for Part C as well as Part B service systems.

There are two SPP/APR indicators pertinent to early childhood transition: C8 and B12.

Effective General Supervision Part C / Effective Transition

  • Indicator C8
  • Percent of all children exiting Part C who received timely transition planning to support the child's transition to preschool and other appropriate community services by their third birthday including:

    1. IFSPs with transition steps and services;
    2. Notification to LEA, if child potentially eligible for Part B; and
    3. Transition conference, if child potentially eligible for Part B.

Effective General Supervision Part B / Effective Transition

  • Indicator B12
  • Percent of children referred by Part C prior to age 3, who are found eligible for Part B, and who have an IEP developed and implemented by their third birthdays.

SPP/APR Analyses

NECTAC is one of the OSEP Technical Assistance and Dissemination projects that has contributed to the analyses of both the Part C and Part B SPP/APRs. NECTAC has been conducting analysis of state reported performance on early childhood transition indicators since March of 2004

State Monitoring Resources

Local Corrective Action Plans: Collection and Use of Valid and Reliable Data For Determining Factors Contributing To Noncompliance (2008) /~images/icons/pdflogo.gif (PDF: 732kb) - This tool, developed by NECTAC, WRRC, and DAC, is designed to assist local programs/districts in identifying factors contributing to noncompliance for SPP/APR Indicators C1, C7, C8, B11, B12 and B15. By determining contributing factors appropriate strategies to ensure timely correction of noncompliance can be developed in local Corrective Action Plans. Indicator C8 is covered on pages 8-16. Indicator B12 is covered on pages 20-22. Indicator B11 is covered on pages 23-25.
