Child Outcomes Summary Form (COSF)
This session will provide an opportunity for states using the COSF to discuss current implementation issues and share resources and promising strategies for improving data collection and data analysis.
One Tool Statewide
Discussion will allow participants to compare and contrast state decisions related to using one tool, such as definitions of each outcome area and 'comparable to same aged peers,' and the amount of progress needed to judge that a child has made 'substantial progress'. Data will be provided to allow the discussion of implications of these decisions for interpreting state results.
Other/ Unique Approaches
This session is designed for states implementing a unique approach to outcomes measurement such as comparison of functional or developmental age to chronological age and extrapolation of raw assessment data from data systems. Participants will share information about the approaches they have designed and the successes and/or challenges they are experiencing with implementation.
Publishers' Online Analysis
This session will provide opportunities to share and update information in the following areas including new analytic steps being taken by the publishers for OSEP reporting, new and still needed online reporting features, data monitoring strategies, and training activities

This session will focus on what states are learning about the use of selected assessment tools in the child outcomes measurement process. Tools to be discussed include the most commonly reported on the SPP/APRs, specifically: AEPS, BDI, Carolina, and Creative Curriculum (Preschool). Copies of tools will be available for review. State speakers will share their own experiences with the tools and invite all participants to join in the discussion.
Extra! Extra! Read All About It! Communicating Effectively with the Media and Public about Child Outcomes Data

As the OSEP-reported child outcomes data are reported and made public, many of us will be called upon to communicate with the media and the public about what these data are, why they are being collected, and what they mean. In this workshop, strategies and approaches for crafting messages about the child outcomes reporting and the child outcomes summary statements will be presented and discussed. Several hands-on activities will allow participants to (a) anticipate quesitons they may receive and (b) prepare a media release about the child outcomes data and what they mean about the EI and ECSE programs serving infants, toddlers, and preschoolers with disabilities.

Designed for states using the Child Outcomes Sumary Form (COSF), this session will address the need for quality assurance activities that demonstrate the users' knowledge of the 7-point rating scale. The session will address frequently asked questions about writing evidence to support the rating, such as, "How much is too little? How much is too much?" Presenters will share strategies for documenting the COSF rating and reviewing COSF supporting evidence for quality assurance purposes.

In this session, participants will gain an understanding of the variation in the population states are surveying, what criteria states are using to determine representativeness, and what data they are using for the analysis. Participants will also have an opportunity to use sample data to explore whether or not family survey response data and representative of the population depending on various survey distribution methods. Participants will identify issues related to representativeness through analyses of the data and discuss potential improvement activities.

This session will be a continued conversation with Maureen Casey Waid following her plenary entitled "Outcomes Measurement from a Family Perspective." Maureen, who is a parent leader in Arizona, volunteers with organizations whose goals are to achieve family-centered care for children with disabilities, provide families tools to make informed decisions, advocate for improved public and private policies, build partnerships among professionals and families, and serve as a trusted resource on health care. She will provide her perspective on outcome measurement from a family perspective in her plenary and will continue to discuss pertinent issues related to this topic with the audience in this follow-up session.

This session will explore a variety of ways that technology is being used to provide professional development, build local capacity, enhance valid measurement of the child and family outcomes, and promote data quality to support states' work on child and family outcomes. The presenters will illustrate the uses of a range of technological strategies including rapid elearning, digital video, web site design, and online courses.

In this session, presenters will discuss ideas about developing and evaluating improvement activities for the child outcomes indicators (C3/B7). Staff from the ECO Center and NCRRC will provide general guidance related to designing appropriate activities and later evaluating the effectiveness of those activities. Presenters from two states will share information about their processes for determining improvement activities and some of the tools they have used for rating of the quality of activities, assessing the fidelity of TA and of the local implementation process, and determining the overall impact of improvement activities on the indicator. All participants will be encouraged to participate in the discussion.
