One issue we studied was:
“Where did the impetus for inclusion come from?”
In 5 of the 18 programs in our sample, the source was an individual teacher or principal.
When inclusion began at the program level, however, in most cases it did not progress beyond that individual program
- Interagency collaboration
In the other 13 programs, inclusion began with a system-level initiative.
For 4 programs, inclusion was adopted for the school district as a whole, and preschool programs were included in the innovation.
For other districts, preschool programs provided unique opportunities.
In 3 programs, inclusion was implemented district-wide, but with a focus on preschool programs.
A unique feature of preschool is there is an opportunity for interagency collaboration. That happened in 3 of our programs; often with collaboration between Head Start and public schools.
In 2 of our programs, Head Start provided inclusion on their own.
We had a final program that was unique. Inclusion was provided to preschool children in a child care center that was under an umbrella organization that provided services for people with disabilities.
